Position: Parks and Recreation Foreman
A career opportunity exists for a Parks and Recreation Foreman in the Town of Barrhead.

Summary:
Reporting to the Director of Parks and Recreation, this position requires a high level of customer service. The successful candidate will be responsible for developing and overseeing operational policies, standards, procedures, and preventative maintenance programs, managing crews and operations in the Parks and Recreation Department, including the maintenance of public grounds, parks, facilities and properties under the Towns care; liaising with internal and external sources in the planning, development, maintenance and the use of the Town’s parks and green spaces; and participating in short and long-term planning for Town parks and facilities.

The ideal candidate will have relevant post-secondary education in either parks and outdoor recreation, park management, leadership or a similarly related discipline. Accredited courses in leadership studies and considerable municipal experience in parks operations, maintenance, and implementing preventative maintenance programs are preferred.

Other required qualifications include extensive knowledge of construction along with maintenance methods, techniques, and standards relevant to landscaping, horticulture, and facilities. Extensive knowledge of related construction and safety codes, standards and regulations, and capital and operational budget preparation are crucial. Strong interpersonal, communication, problem solving, decision making, leadership and general management skills along with good computer skills, ability to lead, coach, and motivate staff in a team environment are equally as important. The ability to work effectively with government agencies, contractors, community and business groups, general public, and Town staff are a must.

This position is available immediately.

Hours of Work:
Permanent, full-time position. 40 hours per week, may include evenings and weekends. This position is on-call for emergency duty after regular hours and on weekends on a year round basis.

Duties and Responsibilities: (but not limited to)

  • Clear communication (verbal & written) within the department, other municipal departments, other government agencies, and the general public
  • Ability to deal with emergency situations as they arise
  • Ability to be flexible and to prioritize work and meet operational needs
  • Perform duties including but not limited to assisting in the installation and removal of ice
  • Refrigeration equipment monitoring and plant readings
  • Perform and assist in turf and sport field maintenance and marking
  • Building maintenance and janitorial duties for all designated facilities
  • Performs opening and closing duties and set-up and tear downs for special events in facilities such as the arena, multi-purpose room, or other facilities in support of special events
  • Performs checks of all recreation facilities in accordance with current OH & S policies and procedures
  • Snow removal from facility sidewalks and emergency exits
  • Lawn mowing and grass trimming
  • Painting
  • Facility Maintenance
  • Campground Maintenance
  • Schedules and monitor staff, complete staff evaluations and goal setting
  • Moderate to heavy lifting over 20kg, climbing, walking, twisting, bending, pushing, pulling, and working in all types of weather conditions.

Qualifications (required)

  • Completion of Grade 12 education, supplemented with courses in leadership and supervision
  • Class 5 drivers license (air endorsement would be an asset)
  • Clear criminal record check
  • 3+ years municipal experience in arenas, and parks & recreation
  • 3-5 years experience in the operation of ice maintenance equipment, heavy equipment, trucks, tractors, with attachments, mowers, blowers, trimmers, and any other landscape and snow removal equipment
  • Excellent organizational skills and interpersonal skills
  • Knowledge in the use of personal computers with demonstrated proficiency and sound knowledge of applicable software programs, such as Windows, MS Work and Excel
  • Knowledge of HVAC, building mechanical, electrical and automated/computerized building systems and related practices and procedures
  • Knowledge of basic electrical and plumbing procedures
  • Arena Operator 1 & 2
  • Sports Field Maintenance 1 & 2

Qualifications (preferred):

  • Post-secondary education in either parks and outdoor recreation, park management, leadership or a similarly related discipline.
  • Accredited courses in leadership studies, parks operations, maintenance, or implementation of preventative maintenance programs
  • Knowledge of public swimming pools operation and maintenance,
  • Current CPR and First Aid, and WHMIS certification,
  • Pool Operator 1 & 2

The successful candidate will be required to submit drivers abstract and a satisfactory Criminal background check prior to the commencement of employment.
